Pennsylvania moms join members of Moms Clean Air Force across the country to demand stronger protections for soot pollution.
In February 2023, more than 60 Moms Clean Air Force staff and members, representing 18 states and DC, testified before EPA at a hearing on proposed federal standards for soot pollution. EPA’s soot proposal doesn’t go far enough to protect our children and communities from avoidable harms. Soot pollution is extremely dangerous and no amount of it is safe for us to breathe.

In her comments, Rachel connected the dots between EPA’s soot rule and the petrochemical development near her home:
“The ethane cracker plant [in Beaver County] is newly operational but has already had multiple flaring events during which thick black smoke billows from flames hundreds of feet high. These events go on for hours, often lasting through the night. Besides worrying about the long-term consequences of being exposed to the high levels of [soot] in my region day after day, I worry about the consequences of the short-term high levels of exposure. Our region was already ranked the 22nd worst for short-term particle pollution cities by the American Lung Association before the ethane cracker plastic factory was operational.”
Moms Clean Air Force hosts important conversation about plastic incineration in Pennsylvania.
On February 15, 2023, Moms Clean Air Force sat down with a panel of experts to talk about the $1.1 billion plastic incineration facility coming to Point Township, Pennsylvania. Panelists included Moms Clean Air Force Ohio River Valley coordinator Rachel Meyer, The Climate Reality Project’s Josephine Gingerich, Jason Hallmark, and Sandy Field, and Clean Air Council’s Susan Sunhee Volz.
During the conversation, panelists explained how pollution from plastic incineration can affect our health and our communities. We also talked about how Pennsylvanians can take action to protect their families.
Pennsylvania moms join Moms Clean Air Force members across the country to urge EPA to finalize strong methane standards that protect children’s health.
On January 10, 11, and 12, 2023, more than 60 Moms Clean Air Force staff and members from 21 states and Washington, DC, spoke out at EPA’s virtual public hearing about its updated proposal to cut methane and other harmful pollutants from new and existing oil and gas operations. The updated proposal from EPA would reduce methane pollution from sources covered by the rule by 87% below 2005 levels. It would also strengthen leak detection and repair requirements, continue to require equipment not to emit methane, address high-emission incidents with a new monitoring response program, and require that abandoned wells are subject to inspections until they are closed.
At the hearing, Moms applauded the updated rule but called on EPA to make it even stronger by fully eliminating pollution from routine flaring and ensuring frontline communities have the tools they need to hold polluters accountable.

Parents celebrate Pennsylvania’s participation in the Regional Greenhouse Gas Initiative.
July 1, 2022, marked the start of Pennsylvania’s formal participation in the Regional Greenhouse Gas Initiative (RGGI). RGGI is a multi-state effort designed to cut carbon pollution from fossil-fuel-fired power plants across participating states in the Northeast and Mid-Atlantic.
Because Pennsylvania is the third largest greenhouse-gas-polluting state and is home to the third dirtiest power sector in the nation, we have an outsize responsibility to reduce our carbon pollution. States currently participating in RGGI have, in fact, reduced power sector carbon dioxide pollution by 45% since 2005. They have also reduced harmful pollutants, like mercury, soot, sulfur dioxide, and heavy metals, that come from burning dirty fuels like coal in power plants.
For more than two years, Pennsylvania Moms have been advocating for the commonwealth’s participation in RGGI. Thousands of Moms Clean Air Force members submitted public comments in favor of quickly moving forward with Pennsylvania linking to the program. We had countless meetings with state legislators and hosted a webinar, featuring Representative Donna Bullock and Dr. Frederica Perera, about the benefits of RGGI for Pennsylvania’s children and families, as well as opportunities for environmental justice community benefits.
Moms Clean Air Force is relieved that Pennsylvania has taken this step to prioritize cleaning up the air our children breathe, and we will continue to advocate for RGGI to be implemented fully—and for potential RGGI proceeds to be invested meaningfully and equitably.
Pennsylvania moms and kids join Moms Clean Air Force members across the country to support strong standards for tailpipe pollution from trucks.
On April 12, 13, and 14, dozens of Moms Clean Air Force staff and members from 18 states and Washington, DC, spoke out at EPA’s virtual public hearing about its proposal to clean up tailpipe pollution from heavy-duty trucks and buses. EPA’s trucks proposal is a welcome step forward but doesn’t go far enough. At the hearing, moms asked EPA to further strengthen the standards for heavy-duty vehicle pollution, to better protect children, people with asthma, older adults, and other vulnerable groups from the health harms of air pollution.

Pennsylvania moms join Moms Clean Air Force members across the country at a virtual EPA hearing to support restoring the legal foundation of the Mercury and Air Toxics Standards.
On February 24, 2022, Moms Clean Air Force Pennsylvania joined dozens of Moms Clean Air Force staff and volunteers from 15 states and DC to deliver testimony at EPA’s public hearing on its proposal to restore the appropriate and necessary finding of the Mercury and Air Toxics Standards. The mercury standards, finalized in 2012, are a public health necessity. They protect communities across the country from mercury and other harmful air pollution from power plants.
Moms Clean Air Force Senior National Field Manager Patrice Tomcik, Pennsylvania coordinators Vanessa Lynch and Brooke Petry, and three volunteers from across the state offered testimony. In her comments, Patrice talked about growing up with pollution from the coal plants in her community:
“I have lived my whole life in Southwestern, Pennsylvania, and grew up living two miles downwind from the coal-fired Cheswick power generating station. As I drive to visit my mother who still lives there, I see the plumes from the stacks of the Cheswick plant float over the river toward the playground I played on as a child. I missed a lot of school due to chronic bronchitis, and now as an adult, I have respiratory problems. My mother has a chronic cough and respiratory problems. My father had COPD and a heart attack requiring quintuple bypass surgery before he passed about a year ago. It is well-known that the Greater Pittsburgh Area has some of the worst air pollution in the nation according to the American Lung Association.”

West Deer Township Board of Supervisors blocks new well pad development.
In December 2021, the West Deer Township Board of Supervisors denied the conditional use and land development permit applications for Olympus Energy’s proposed Dionysus deep well site. This major victory for West Deer came after four months of public hearings during which West Deer residents provided ample evidence that the well pad would substantially affect the health, safety, and welfare of the community.
Moms Clean Air Force Pennsylvania organizer Vanessa Lynch worked with the Concerned Residents of West Deer to provide information to community members and support public comment. In response to the Board of Supervisors’ unanimous vote to block the development, she issued the following statement:
“After months of diligent work, West Deer families were heard loud and clear: the Dionysus well pad is not in the best interests of their community. Industrial processes such as oil and gas operations should not be placed where children live, learn and play. It is the duty of every adult in the community to protect the health of children, who can’t speak for themselves.”

Moms Clean Air Force Pennsylvania joined 38 Moms Clean Air Force staff and volunteers from 13 states and DC to deliver testimony at EPA’s 3-day public hearing about the proposed rule to cut methane and other harmful air pollutants from new and existing oil and gas operations in November and December 2021.
Methane is the main component of natural gas and a potent greenhouse gas accelerating climate change. Quickly and significantly reducing methane is one of the best levers we have to slow the rate of climate change and help clean up the air. If finalized, EPA’s proposed rule would establish the first national standards limiting methane pollution from the nation’s nearly one million existing oil and gas operations.

Pennsylvania moms join Moms Clean Air Force members across the country to tell EPA to set strong near-term standards for climate pollution from cars.
In August 2021, Moms Clean Air Force Pennsylvania joined more than 30 Moms Clean Air Force staff and volunteers from 13 states and DC to deliver testimony at EPA’s public hearing about strengthening near-term greenhouse gas emissions standards for cars and light trucks.
Transportation is the largest source of climate pollution in the US, making up 29% of all carbon dioxide pollution. Cars and light trucks account for 58% of all transportation-related climate pollution, and 17% of total US climate pollution. The EPA’s proposal to cut climate pollution from cars in the near terms seeks to repair years of backsliding from the auto industry. Moms spoke out in favor of acting with urgency to accelerate the transition to zero-pollution vehicles.

“My children’s school is located less than 500 feet from the heavily trafficked State Route 228. Studies have shown that the highest daytime exposures of traffic pollution are within 500 feet of a busy road… Closing school windows and doors can help to lessen the traffic pollutant exposures, but the reality is that fine particles, ultrafine particles, gases, and vapors are able to readily penetrate the indoors, where they can be breathed in by young lungs… I can’t control the air my son breathes and depend on Administrator Regan and the EPA to do your jobs.” –Patrice Tomcik

Let’s Get Rolling Electric Bus Tour arrives in Pittsburgh.
On July 29, 2021, Moms Clean Air Force Pennsylvania hosted a press event at the City-County Building in Pittsburgh calling on Congress to make meaningful investments in electric school bus, transit, and trucking fleets. The event was part of a nationwide push to upgrade old school and transit buses with better technology to reduce our families’ exposure to harmful diesel exhaust and climate pollution.
Transportation is the largest source of global warming pollution in our country, which makes electrification of buses, cars, and trucks critical to solving the climate crisis. Electrifying our nation’s bus fleets will also clean up the air for everyone inside the bus, where harmful fumes may be concentrated higher than outside the bus.

Pennsylvania moms urge Governor Wolf to close loopholes in the proposed methane rules.
On June 23, 2021, Moms Clean Air Force’s Pennsylvania Chapter and the Environmental Health Project held a press conference urging Governor Tom Wolf to act now to strengthen his proposed methane and volatile organic compound rules for the oil and gas industry. Pennsylvania’s oil and gas industry vents and leaks more than 1.1 million tons of methane—a potent greenhouse gas—each year. Cutting methane pollution from the oil and gas industry is the quickest, most cost-effective way for Pennsylvania to reduce climate-warming pollution and protect the health and well-being of our kids.
Pennsylvania moms call on EPA to set strong standards for methane pollution.
In June 2021, Pennsylvania moms joined Moms Clean Air Force staff and volunteers from across the country to participate in EPA’s listening sessions on its upcoming oil and natural gas methane rule. The listening sessions were a unique opportunity for environmental justice and frontline communities to weigh in ahead of the proposed rulemaking. Moms advocated for at least a 65% reduction in methane pollution from oil and gas operations, compared to 2012 levels, no later than 2025.

“I have witnessed firsthand the impacts the oil and gas industry has had on my community. A well pad with eight gas wells has been fracked in a medium-density residential area of my local township, which basically means there are houses, children, parks, daycare centers, assisted living facilities, and schools located nearby. Additionally, six more gas wells have been approved to be fracked in the future. We did not ask for fracking to come to our community, but we will suffer the burden of the health and safety risks for years to come.”

Brooke has asthma and so does her daughter. In her testimony, she connected the dots between methane pollution and respiratory disease:
“In Philadelphia, the childhood asthma rate is more than double the national average, and we have the dubious distinction of being one of the top 10 asthma capitals in the US. As I am sharing these comments, our air quality forecast for the entire week is rated “poor,” and the main culprit for this week’s dangerous air quality is a familiar foe: ground-level ozone. We know that where there are oil and gas operations, you can find methane leaking along with toxic pollutants such as benzene. This pollution is harming the health of millions of people living near those operations, but also those who live all across the state as pollution travels hundreds of miles. With ever-rising temperatures, these dangerous pollutants mix with heat and sunlight, forming ground-level ozone at levels that are unsafe for many people to breathe and which can cause asthma attacks.”

Pennsylvania moms tell the Office of Management and Budget to oppose the EPA’s attack on particle pollution standards.
On November 23, 2020, Moms Clean Air Force met by phone with the White House’s Office of Management and Budget (OMB) to oppose the Trump administration’s efforts to ignore the science on particle pollution, or deadly soot. Trump’s EPA proposed to retain the current National Ambient Air Quality Standards (NAAQS) for particle pollution last spring despite overwhelming evidence that the current standard puts lives at risk. Particle pollution causes heart disease, diabetes, and lung disease, among other grave health impacts that can make people more vulnerable to the coronavirus.
Moms Clean Air Force Project Manager Patrice Tomcik spoke about air pollution in her hometown of Gibsonia, near Pittsburgh, during the meeting:
“I know firsthand about polluting industries because my community is completely surrounded by polluting sources. Upwind to the west of our home is an interstate connector and to the north is a steel plant. To my south and east are a cluster of coal-fired power plants that contribute to making Pennsylvania’s power sector the fifth dirtiest in the nation. To compound the air pollution problem are multiple unconventional natural gas wells in my children’s school district with the closest ones a half mile away.
“I am very worried about what my children are breathing into their lungs every day. My youngest son had cancer, and I know his immune system is compromised. As a mother, I try to make his home environment as healthy as possible, but I know that I can’t control the air my son breathes, and I depend on the EPA to do their job and implement the most comprehensive and meaningful air pollution standards that fully protect his health.”

Pennsylvania state legislators join our 2020 Stay In and Speak Out for Climate Action.
In the face of the COVID-19 pandemic, Moms are not meeting in person with our lawmakers. But that doesn’t mean we’re on pause. Instead, we’re asking legislators across the country to join us for virtual events and conversations with their constituents to talk about air pollution, climate action, and what we can do to fight the climate crisis where we live.
On August 26, State Rep. Sara Innamorato joined Pennsylvania field organizer Vanessa Lynch, the Clean Air Council’s Lois Bower-Bjornson, and their children to talk about air pollution and public health, holding corporate polluters accountable, and climate change. Watch the replay here.

Pennsylvania moms fight for stronger protections against oil and gas operations.
In June 2020, 18 members of Moms Clean Air Force Pennsylvania from across the state participated in the Department of Environmental Protection’s virtual public hearing on a new rulemaking covering existing sources of oil and gas pollution. Oil and gas operations are leaking, venting, and flaring dangerous climate pollution at alarming rates, making our air less healthy to breathe and the climate crisis worse. As the second-largest natural gas-producing state in the nation, Pennsylvania has a responsibility to step up and become a national leader in reducing harmful methane and air pollution from existing oil and gas infrastructure.
In advance of the public hearings, Pennsylvania Moms and partners hosted a webinar about the proposed rule and held a press conference to deliver more than 30,000 written comments on the rulemaking to DEP.
Tell Governor Wolf to cut climate pollution to protect Pennsylvania’s children.
Pennsylvania Moms join members of Moms Clean Air Force across the country to demand stronger protections against deadly soot.
In May 2020, Moms Clean Air Force Pennsylvania joined more than 65 Moms Clean Air Force staff and volunteers from 18 states and DC to deliver testimony at the EPA’s virtual public hearing on PM 2.5, or deadly soot. In April 2020, Trump’s EPA proposed to retain the current standards for particle pollution, ignoring science and putting thousands of lives at risk. Even in the midst of a national public health emergency from COVID-19, moms participated in the public hearing in record numbers. It’s one of many ways Moms Clean Air Force Pennsylvania is continuing to engage in serious and consequential advocacy and outreach during the coronavirus pandemic.

Parents demand answers to rare childhood cancers—pushing Governor Wolf to commit $3 million to studies exploring potential health impacts of the natural gas industry.
In November 2019, parents and families of children who have been diagnosed with rare pediatric cancers from some of the most heavily fracked counties in southwestern Pennsylvania joined Moms Clean Air Force and Physicians for Social Responsibility at the state Capitol for a public health symposium. While numerous state legislators were in attendance during a presentation on the impacts of oil and gas on children’s health, Governor Wolf was noticeably missing. After the presentation, the group of parents marched to Governor Wolf’s office to demand an investigation into the rare cancers that have impacted one too many children in their community. In response, Governor Wolf committed $3 million to investigations to explore the health impacts of natural gas on Pennsylvania children and families.
Governor Wolf commits to limiting carbon pollution from Pennsylvania’s power sector.
With the fifth dirtiest power sector in the nation, cutting carbon emissions from Pennsylvania’s electric utilities is critical to moving on a path to climate safety. On October 3, 2019, Governor Tom Wolf took a bold step toward achieving this goal by signing an executive order to direct the Pennsylvania Department of Environmental Protection to develop a rule to put a limit on carbon pollution from the state’s power sector. Mollie Michel, Project Manager for Moms Clean Air Force, issued the following statement:
“This laudable action from Governor Wolf to reduce climate pollution from Pennsylvania’s energy sector is an important step toward protecting our kids from dangerous climate impacts. Today’s action recognizes that the climate crisis is a grave threat to the health and future of our children. We applaud Governor Wolf for his commitment to doing right by our children.”
Pennsylvania joins the U.S. Climate Alliance.
On April 29, 2019, Pennsylvania became the 24th state to join the U.S. Climate Alliance, committing Pennsylvania to the goals of the Paris Climate Agreement. In his comments, Governor Wolf acknowledged climate change as the most critical environmental threat facing the world and reiterated his ambitious goals for Pennsylvania to reduce greenhouse gas emissions 26% by 2025 and 80% by 2050 from 2005 levels.

Pennsylvania commits to reduce statewide greenhouse gas emissions 80% by 2050.
In January 2019, Moms Clean Air Force was proud to be present as Governor Wolf signed an executive order establishing the first statewide goal to reduce greenhouse gas pollution in Pennsylvania. The commonwealth will aim to achieve 26% reductions by 2025 and 80% reductions by 2050. This will be accomplished in part by procuring enough renewable energy to offset at least 40% of the commonwealth’s annual electricity use.
Pennsylvania moms celebrate state methane pollution cuts from new sources of oil and gas pollution.
In June 2018, after continued pressure from Pennsylvania moms, Governor Wolf upheld his commitment to cleaning up Pennsylvania’s air by regulating methane emissions from new oil and gas infrastructure. The protections are among some of the strongest in the country.
Moms Clean Air Force played a critical role in this victory. We led multiple press conferences throughout the state to encourage Governor Wolf and state legislators to support methane safeguards, garnering media hits in target markets; we hosted a Mama Summit in Harrisburg with legislators, health experts, faith leaders, environmental justice advocates, and moms urging Governor Wolf to finalize the methane regulations; we led hundreds of meetings with legislators in our home districts and in Harrisburg; we conducted “frackland tours” for Governor Wolf’s policy aids so they could see firsthand the impacts that fracking has on frontline communities; we collected thousands of names to add to a coalition petition of 10,000+ signatures encouraging Governor Wolf to act on methane; and we created a video to encourage Governor Wolf to move forward on standards for existing sources of methane pollution.
This victory highlights Governor Wolf’s leadership in enacting protections that will benefit future generations. However, Moms Clean Air Force Pennsylvania is keeping the pressure on so that Governor Wolf will move forward quickly to protect our families from the more than 11,000 existing wells and associated oil and gas infrastructure that are putting our kids and families at risk now.
Our mayors are pledging climate action.
At the local level, cities such as Philadelphia and Pittsburgh are among leading U.S. cities to pledge support for climate action and their commitment to meeting the goals of the Paris Climate Accord despite President Donald Trump’s withdrawal from the agreement and his administration’s denial of climate change. Pennsylvania moms have met with both mayors and their staff urging them to act on climate to address air pollution and protect our children’s health.
Advocating for stronger protections against pollution from oil and gas operations.
For several years, Moms Clean Air Force Pennsylvania has been working to urge Governor Tom Wolf to enact the strongest possible controls to cut methane and other toxic pollutants from oil and gas operations across the state. In 2018, Moms celebrated a huge milestone when the Pennsylvania Department of Environmental Protection (DEP) finalized stronger permitting requirements for new and modified sources of methane pollution to protect families.
But we didn’t rest on our laurels; we immediately started working to push forward new rules to cut pollution from the tens of thousands of existing oil and gas operations throughout the commonwealth. Governor Wolf presented his final state methane rules in late 2021, and they are likely to be enacted in the spring of 2022.
Although these state safeguards are not as protective as anticipated, Moms Clean Air Force Pennsylvania has begun work to support EPA’s federal rules for new and existing oil and gas operations. Ten Moms members from Pennsylvania gave testimony at the public hearings for EPA’s proposed methane rulemaking in 2021.
Pennsylvania’s children deserve the strongest possible rules to cut oil and gas pollution from existing sources. We have a moral responsibility to ensure our kids have safe places to live, learn, and play.
Educating the public on methane pollution and public health.
For years, Pennsylvania Moms have been working to educate the public on the impact of harmful pollution from oil and gas development on public health. In 2020, Moms Clean Air Force Pennsylvania—along with other partners—launched the Health First PA coalition to further this work. Over the last two years, the Health First PA Coalition has presented three webinars on methane: Methane Pollution and Public Health, Methane Pollution: What Experts Say About Climate Change and Public Health, and Young Climate Leaders: Methane Pollution and Health.
Pennsylvania moms have also continued to spread the word about the harmful impacts of methane pollution on our children’s health at Pittsburgh Earth Week 2020, in a compelling public service announcement featuring kids, in the Pennsylvania Department of Environmental Protection’s June 2020 public hearings on a rulemaking covering existing sources of oil and gas pollution, and in webinars with various stakeholders.
Fighting petrochemical buildout and protecting frontline communities.
Moms Clean Air Force Pennsylvania is engaged in initiatives to reduce and curtail the petrochemical buildout in the Ohio River Valley while working on community protections from existing petrochemical operations. With a focus on community and health impacts of petrochemical and plastic pollution, Moms in Pennsylvania will fight to protect frontline communities at all levels of government and through meaningful community engagement.
Educating policymakers on the dangers of methane leaks—and how natural gas companies can fix them.
In Pennsylvania alone, leaking methane from oil and gas infrastructure emits the equivalent greenhouse gases of nearly 2.8 million cars on the road each year. Moms Clean Air Force Pennsylvania is working to educate lawmakers and their staff on the dangers of methane leaks and how to detect them through a new, innovative virtual reality tool provided by Environmental Defense Fund. In September 2018, Moms Clean Air Force Project Manager Patrice Tomcik held a demonstration at the Pennsylvania State Capitol during which 58 people stopped by to learn about the issue and 22 used the methane virtual reality tool to “see” the scope of methane leaks from oil and gas infrastructure in Pennsylvania.
Working to transition Pennsylvania’s school bus fleets to electric.
Millions of children still ride diesel-powered school buses, exposing them to harmful diesel pollution that can trigger asthma attacks and interfere with their ability to learn. Pennsylvania moms have hit the road to build support for clean, electric school buses. We are working with local school districts to ensure they are taking advantage of federal funds from EPA’s Clean School Bus Program to transition their bus fleets to all-electric.

Advocating for children with asthma.
In Philadelphia, Moms Clean Air Force Pennsylvania sits on the Asthma Committee for the Philadelphia School District’s GreenFutures program, which works with partners to research asthma rates and identify asthma triggers in Philly’s public schools. We work to educate health care professionals, parents, and teachers about the connection between air quality and asthma, particularly in children. We also help support parents in sharing their concerns about air quality and asthma with their lawmakers, as well as provide advocacy training to parents to fight for stronger air quality regulations and a safer environment. Our children are exposed to fracking and methane pollution.
Pennsylvania has a long history of fossil fuel extraction with coal, oil, and fracked natural gas and thus a long history of air pollution problems. Pennsylvania is the second largest natural-gas-producing state in the country and a significant contributor of natural gas pollution—methane. With tens of thousands of oil and gas operations leaking pollution that harms our children and contributes to climate change, Pennsylvania can do better, and moms are taking action.
Research shows that the methane leaking from natural gas infrastructure in Pennsylvania is over five times more than what companies report to the state. Moms Clean Air Force Pennsylvania is using an innovative virtual reality tool to demonstrate to lawmakers how to detect methane leaks, how much money can be saved by fixing these leaks, and how simple fixes and training for those working in fracking operations can help protect the children and families of Pennsylvania.
Studies have found that living close to natural gas operations is associated with negative health impacts, including asthma attacks, birth defects, respiratory diseases, neurological diseases, and even cancer. Children, with their developing organ systems, are especially vulnerable to these health impacts. Methane pollution safeguards would help clean up the air and protect Pennsylvania children’s health while reducing the effects from climate change.

Our state must prioritize actions to reduce carbon pollution across the entire economy.
In July 2022, Pennsylvania officially began its participation in the Regional Greenhouse Gas Initiative (RGGI), a multi-state effort designed to cut carbon pollution from fossil-fuel-fired power plants across participating states in the Northeast and Mid-Atlantic. While this action is monumental, it is imperative that Pennsylvania build off this momentum and prioritize efforts to reduce climate pollution across the economy.
Pennsylvania needs to be a leader in carbon emissions reductions and climate action, as well as 21st century energy and transportation solutions. By reducing carbon pollution, toxic pollutants like mercury, soot, sulfur dioxide, and heavy metals that come from burning dirty fuels like coal in power plants will also be reduced. These reductions in air pollution can improve public health by lowering asthma attacks, heart disease, respiratory disease, cancer, and even premature death.
Pennsylvania moms want carbon limits with measurable goals in all sectors across the economy to address climate change and protect our children’s health.
The Ohio River Valley is the site of the new Cancer Alley.
As the fossil fuel industry transitions away from coal-powered production, particularly in the Ohio River Valley, Pennsylvania has become the site of various petrochemical buildout projects. The Appalachian region in Pennsylvania, Ohio, and West Virginia, along the Ohio River, is being targeted for the next big expansion of ethane cracker plants. Ethane cracker plants are industrial facilities that create the building blocks for plastics manufacturing. They produce dangerous air pollution that puts nearby communities at higher risk for neurological problems, respiratory disease, cardiovascular disease, and various other health issues.
Construction has already begun on an ethane cracker plant in southwestern Pennsylvania, and without intervention and advocacy, Pennsylvanians will be disproportionately affected by the dangerous pollutants emitted by these ethane cracker plants.
Our children are breathing smog.
Air quality is a problem in many areas of Pennsylvania. Smog, or ground-level ozone, is created in the atmosphere when heat and sunlight combine with different types of pollution, including emissions from oil and gas operations. Smog irritates the lungs, triggers asthma attacks, interferes with normal lung development, and increases the risk of respiratory infections. Of the 36 counties that monitored air quality in 2020 for ozone levels, 24 had code orange ozone days—indicating the air is unhealthy for sensitive groups.
Pennsylvania has two cities—Philadelphia and Pittsburgh—among the top 25 dirtiest cities for year-round particle pollution, according to the 2022 State of the Air Report by the American Lung Association. Particle pollution comes from cars, trucks, power plants, wildfires, and other sources. It can trigger strokes, heart attacks, asthma attacks, and premature death.

Rachel spoke to several news outlets covering the hearing about the connection between East Palestine train derailment and the buildout of petrochemical facilities in the Ohio River Valley.

On February 9, Moms Clean Air Force Pennsylvania coordinator Vanessa Lynch was the guest speaker at a meeting hosted by Pennsylvania Interfaith Power & Light and the PA Jewish Earth Alliance. Vanessa, who lives in a township with a well pad and 8 fracked gas wells, talked about the impact of methane pollution from oil and gas operations on communities and on our families’ health.

On January 26, Moms Clean Air Force National Field Manager Patrice Tomcik joined a Halt the Harm panel to discuss how methane and related emissions are impacting health for frontline community members in Pennsylvania and how our comments to the EPA can improve air quality locally, given strengthened regulations at the federal level. Other panelists addressed the methane pollution impacts in Colorado and New Mexico.

On December 10, Moms Clean Air Force Pennsylvania organizers Vanessa Lynch and Brooke Petry attended a Physicians for Social Responsibility Pennsylvania conference titled “Cradle to Grave: The Reverberating Health Hazards of Oil and Gas Industry.” The virtual event tackled the issue of how workers’ exposure to toxic PFAS chemicals and radioactivity can spread to their family, throughout their community, and beyond.
On December 9, Moms Clean Air Force Pennsylvania organizer Vanessa Lynch provided testimony at the Pennsylvania Air Quality and Technical Advisory Committee’s meeting regarding the Department of Environmental Protection’s final methane and VOC regulations. Vanessa outlined the shortfalls of the regulations, which exempt an estimated 63,000 low-producing wells, include no provisions to move to nonpolluting pneumatic controllers, and continue to use wells’ production levels as a means for determining the need for leak detection and repair.

On September 1, Moms Clean Air Force Pennsylvania organizer Vanessa Lynch attended the state Independent Regulatory Review Commission’s virtual meeting. During the meeting, the commission voted in favor of Pennsylvania linking to the Regional Greenhouse Gas Initiative. The vote was a big step forward for cutting carbon pollution in Pennsylvania.

It was the first environmental justice conference held by the Department of Environmental Protection (DEP) in 11 years and represented the DEP and Environmental Justice Advisory Board’s effort to realign their work to engage environmental justice communities.

On September 29, Moms Clean Air Force chapters in DC, Montana, Ohio, Pennsylvania, and West Virginia hosted watch parties for the first presidential debate. After receiving hundreds of emails and tweets from our members, debate moderator Chris Wallace strayed from the planned debate topics and spent 10 minutes questioning the candidates about their climate policy. It was the first time a debate moderator had asked a question about climate change during a presidential debate in 12 years.

On June 23, 24, and 25, 18 members of Moms Clean Air Force Pennsylvania participated in the Department of Environmental Protection’s virtual public hearings on a new rulemaking covering existing sources of oil and gas pollution. Oil and gas operations are leaking, venting, and flaring dangerous climate pollution at alarming rates, making our air less healthy to breathe and the climate crisis worse. As the second-largest natural gas-producing state in the nation, Pennsylvania has a responsibility to step up and become a national leader in reducing harmful methane and air pollution from existing oil and gas infrastructure.
On June 17, Moms Clean Air Force Pennsylvania and partners hosted a virtual conversation about Pennsylvania’s oil and gas methane air pollution problem. Governor Tom Wolf has kept his promise to Pennsylvania families to help clean our air by removing harmful air pollution with a June 7 announcement on finalized methane general permits. The general permits—GP-5 and GP-5a—call for, among other provisions, accelerated leak detection and repair of methane emissions from new sources of oil and gas operations and infrastructure and are a critical step to protecting the health and welfare of Pennsylvania children and communities. This has been a fight that Moms Clean Air Force Pennsylvania has dedicated 3 1/2 years to, and we won’t stop until the methane source rules are in place for the thousands of existing oil and gas operations.

Moms, teachers, scientists, and health professionals visited more than 100 legislative offices—including meeting with Governor Wolf—asking them to cut carbon and methane pollution.

Moms Clean Air Force Pennsylvania members gathered at the state capitol in Harrisburg to call on elected officials to take climate action. During the event, four female elected officials spoke about their journey to public office and took questions from the audience. The bipartisan panel included Allegheny County Controller Chelsa Wagner, Cumberland Commissioner Barb Cross, Rep. Kate Harper, and Erie County Executive Kathy Dahlkemper. The theme that emerged from the panel, and the spirit that pervaded the day, was, “Don’t assume someone else is taking care of your issue!” It was a perfect lesson in activism and something our Mama Summit participants were doing already. By being there, they were taking charge of their children’s health and future.
