On July 27, 2022, Senators Chuck Schumer (NY) and Joe Manchin (WV) announced an agreement on historic investments in climate solutions: the Inflation Reduction Act of 2022. This once-in-a-generation legislation—which was passed on August 12 and signed into law on August 16—includes an unprecedented $369 billion investment in cutting climate pollution.
From wildfires in the West to epic storms along the Gulf Coast to heat waves and extreme flooding across the country, the US is feeling the impacts of climate change. For the safety of our communities, our children, and future generations, we must get climate pollution under control. We have everything to lose if we do not act now.
The Inflation Reduction Act contains climate investments that will lead to a turning point in our fight. It includes a fee on methane emissions to push energy companies to plug methane leaks. It provides tax credits for wind and solar power and direct air capture of carbon dioxide. It expands tax credits to help people buy electric cars. And importantly, it includes $60 billion to advance environmental justice.
What’s in the Inflation Reduction Act?
This bill provides funding, establishes programs, and otherwise modifies provisions relating to health care, taxes, and the environment. Climate-wise, it will put the US on a path to a roughly 40% reduction in emissions by 2030.
Here are just a few of the critical climate line items we’re supporting in the Inflation Reduction Act:
- $9 billion in home energy rebate programs, focused on low-income communities
- 10 years of clean and renewable energy tax credits for households
- Consumer electric vehicle tax credits and $22 billion to promote electric vehicle manufacturing in the US
- $60 billion production tax credit for clean energy manufacturing, including solar, wind, and batteries
- $10 billion to build clean technology manufacturing facilities
- $60 billion to advance environmental justice, including $3 billion to address environmental health problems, $3 billion to improve access to transportation, $3 billion to improve air quality near ports, $1 billion for clean heavy-duty trucks and buses, and more than $200 million for air pollution monitoring.
- A methane fee for oil and gas operations that emit more than 25,000 metric tons of carbon dioxide equivalent annually, plus $1.5 billion for a Methane Emissions Reduction Program to reduce methane leaks.
- $27 billion to creating a clean energy technology accelerator to support deployment of emission-reduction technologies, especially in disadvantaged communities
