Since there are more coal-fired power plants in Texas than any other state, the new rules would have the greatest impact here. Texas currently has at least 19 coal-fired plants and, according to the Dallas News, 10 more in various stages of permitting and construction. The Environmental Defense Fund says Texas is home to seven of the top 25 mercury-emitting power plants, four of those are in the top 10.
